Thai
government gives green light to VAT cut on jewellery materials |
|
|
|
|
|
Recently,
the Thai Gem end Jewelry Traders Asoscciation (TGJTA) held special meeting
on "Thai government and its role in driving Thailand toward becoming
the world’s Gems and Jewelry Hub " at Bangkok’s Grand
Hyatt Erawan’s Grand Ballroom. The keynote speakers were Thailand’s
Prime Minister Mr. Abhist Vejjajiva, Finance Minister Mr. Korn Chatikevanij,
and Deputy Commerce Minister Mr. Alongkorn Ponlaboot.
The Thai premier
presided over the meeting and delivered a speech, saying the government
has given the green light for the rough stones industry to pay 0% valued
added tax (VAT) for all their rough stones and raw materiel imports. The
manufacturers will pay only 1% tax when they sell the goods in Thailand.
|
|
|
|
The
change is aimed at lowering the industry’s tax burden and leading
the Kingdom to being the "the World’s Gems and Jewelry Hub."
The Thai jewellery manufacturers have long called for the tax break to
help reduce their production costs. The industry can expect exports of
around baht 300 billion for 2009.
The PM said the
tax cut would certainly improve the industry’s competitiveness in
the global markets. Thai jewellers and craftsmen have the skill to compete
worldwide, he added. Cutting production costs would further aid the industry’s
growth and the development of Thailand as global jewellery and ornaments
centre. The industry is one of the country’s biggest foreign-exchange
earners, employing 1.1 million people and generating annual revenue of
baht 280 billion.
Meanwhile, Finance
Minister Mr. Korn Chatikavanij said a formal decree supporting the tax
cut will be drafted and submitted to the cabinet for approval shortly,
so that it can then be implemented.
The
Minister mentioned that in 2000 the Thai government slashed import tariffs
to zero for gold, a policy shift that helped boost the value for the jewellery
sector from baht 60-70 billion per year to baht 200-300 billion currently.
The tax cut should
significantly reduce operating costs for Thai jewelers, who currently
have to pay VAT upfront on all imported materials, even those destined
for sale to export manufacturers. While importers may claim a VAT refund
on materials used for export production,
the carrying costs is a considerable burden for manufacturers.

Deputy
Commerce Minister Mr. Alongkorn Ponlaboot said that the government policy
will make the Kingdom more competitive, and cut production cost for entrepreneurs
from Thailand. He believes this measure will benefit many parties, because
currently the global economy is improving, which is the main factor to
push Thailand as a jewellery production center of the world.
TGJTA’s President
Mr. Vichai Assarasakorn says the tax reforms would help boost the competitiveness
of Thailand’s gems and jewellery industry Jewellery exports in the
first five months of the year totaled baht 165 billion. Industry officials
say they are confident that exports this year will reach the target of
baht 300 billion.
The
CEO of the Bangkok Gems and Jewelry Fair, Mr. Somchai Phornchindarak,
pointed out that the Kingdom is one of the centers which offer a wide
and high—quaIity product range, reasonable labor costs, expert workmanship
and manufacturing, as well as excellent service.
Also at the meeting,
Mr. Sornchai talked about the guidelines for the cooperation between the
Thai government and the private sector in driving Thailand towards becoming
the world’s gems and jewelry hub with the Department of Export Promotion’s
Director General Mr. Rachane Potjanasuntorn, the Revenue Department's
Director General Mr. Vinai \/ittavasgarnvej, and the Customs Department’s
Deputy Director General Mr. Somchai Poonsawat.
Mr. Somchai and
other officials agreed that the tax with-drawal will attract more people
to the forth coming Bangkok fair generating even more income for Thailand.
He said that the strength of the Thai industry will be showcased at the
44th Bangkok Gems & Jewelry Fair to be held over September 15-19,
2009 at Challenger lmpact Arena, Muangthong Thani.
